In1990s, with the reform of technological progress, the change ofdemand and market reform, the monopoly of China’s telecom industry goesweaker, and a market structure featuring strong, weak monopoly and marketcompetition has come into shape.The reorganization and structural reform which are yearned for yearshas finally witnessed a breakthrough in2008. On May24th, Ministry ofindustrial and Information, the national development and reform commissionas well as the Ministry of Finance issued <Declaration RegardingIntensifying the Reform of Telecom System> together, therefore claiming thereorganization of the domestic telecom operator. On the threshold of worldeconomic adjustment, the new competitive structure of new CTC, new CM,new CUM is basically established. On Jan7th,2009, the Ministry of Industryand Information has officially issued33G licenses to China Mobile, ChinaTelecom and China Unicom, which marks that China has entered the3G era. Among the three telecom operators, China Telecom has the longesthistory. To raise its competitiveness, it has carried out the strategictransformation. With the brand of My E-home, BizNavigator and SkyWing,and the introduction of IPTV, BizRing and BestTone, CTC has entered thecritical stage of transformation since the full scale operation. In the newmarket pattern, CTC will realize the transformation of a fixed net operator tothe comprehensive information and service provider.This article uses the relevant theory and tools of strategic managementand refers to the management theory and practices of enterprise strategicmanagement of the telecom industry in developed countries. By makingindepth understanding and analysis of various factors including developmentof business and technological development, change of competition, it willfind out the solutions in the new market configuration and provide referenceto the strategic development for CTC.That is my theoretical research of the CTC, which can help in analyzingand finding out solutions for certain issues.
