China Medical Insurance for urban workers is dating from the nineteen fifties ofthe public health and medical insurance. In the traditional medical insurance system,because medical costs are taken by the state and enterprises, both doctors and patientsare lack of the consciousness of cost control. And in that condition, it results inserious waste of health resources. Since80s, medical insurance of our country wasintroduced a new model, that is," partial Pay-As-You-Earn" model, which demandsthe workers take care of certain medical expenses. Thus, enterprises do not need tocover whole of the costs any more. then, many city introduced this new model, andcreated some different modes. Based on some experiences, in1998the StateCouncil established the medical insurance system for urban workers. It rules that themechanism of corporate and individual common payment should be established,wherein, the rate of employer contribution would not higher than6%of the totalwages. While for different development levels of each areas, it is difficult for ourcountry to realize the national coordination, therefore the payment rate of enterprisesin different areas are uneven. After reading lots of materials, the author founds that inthe majority of cities, the enterprise payment rates of basic medical insurance forurban workers are extremely higher than6%. Compared with foreign enterprises ofmedical payment, Chinese enterprises have more budens. The public product theorytells us that, social insurance, which is like a quasi public product, should paid moreby the enterprise. while the Laffer curve theory tells us, the higher rate of enterprisepayment will hinder the development of enterprises, which is prove by elasticity oflabor supply and demand of enterprise investment. and finally, game theory pointsout that, the real enterprise payment rate is determined by the game betweenenterprise and finance. Both too high rates and too low rates are not good for socialprogress, and it is better to maintain a moderate level. The payment of enterprise isimpacted by profit and investment status. The maximum limit is zero after paying feeprofit. the appropriate boundaries are both considered normal investment level andother social insurance premiums. By this measure, we can confirm that the currententerprise payment rate of medical insurance is high. And this situation is not beneficial to the sustainable development of the medical insurance system. Therefore,we should make some adjustments.First, this article proves that the medical system for urban workers exists somedrawbacks through the Douglas production function and beyond production functionanalysis. secondly, we found that different types of enterprise have different burdens,while the private enterprises undertake. Finally, the author suggests that we shouldexpand coverage, reduce the moral risk incidence, and shift the model of payment,which are beneficial to the adjustment of business premium rate of medical insurance.
