Salary design is the premise and important part of the establishment of a modern system of salary system, To design and establish a set of scientific and accord with the practical situation of businesses salary system.Which adapt and promote the development of enterprise in the knowledge economy and economic globalization of The Times needing, and can make the enterprise in the21st century talented person competition has a high quality employee team, to become the enterprise winning the market’s key.But the state-owned enterprises of our country are lack of incentive mechanism, and Incentive and restraint mechanism is not perfect.So from the long-term interests except perfect measures of the enterprise internal and external governance outside, To establish an effective state-owned enterprise incentive and constraint mechanism, to improve enterprise control efficiency, improving the enterprise personnel’s work enthusiasm, has important theoretical and realistic significance.We will further reform and improve the state-owned enterprise Performance salary incentive system not only enrich and deepen the contents of the reform of state-owned enterprises, but also give full play to and mobilize the enterprise and employees two-way enthusiasm, Which is beneficial to the development of the national economy, and at the same time for the state-owned enterprise Performance salary system reform and the country’s economic and political system reform has important theoretical and realistic significance. First we put forward four principles of the salary system,Which is the internal work value consistency, according to individual ability, according to contribution paid and external competitive, then elaborates on how to construct a scientific and effective performance management system. And then put forward the distribution system reform, to set up the standard incentive system and the positive and effective employee welfare system, we should construct a scientific and reasonable salary incentive system of design. Then put forward to further deepen the reform of economic system, organization and human security and strengthen macroeconomic regulation and control and the market free combination of the support of policy environment, in order to our country state-owned enterprise salary incentive system to reform and perfect the process is progressing smoothly, to provide adequate security.
