Japan once known as "100million middle-class owner", in recent years, has changed from "equal society" into "a gap society," where the expansion of the income gap has become a hot issue. The income gap in China is also great and is widening. Therefore, the study of how Japan’s "equal society" is created, what is the reason the expansion of the income gap and how the Japanese government deal with this problem is of great significance for China to resolve its own problem. In this paper, the problem of income gap will be back on the socio-economic situation and globalization. According to the history of the Japanese, its status of the income gap can be divided into three stages. And I am trying to find out the reason of Japanese’"equal society" and expansion of the income gap. Japan’s "equal society" is formed in the high-speed development period, except that the rapid economic development resulted in income increase of the people, the Japanese Government’ establishment of the tax system and social security system has played a powerful role in narrowing the gap in initial distribution. This is the main reason of Japan’s "equal society". In recent years, a significant expansion of the income gap appears in Japan, because the Japanese government takes the neo-liberal policies. The Japanese government believes in neo-liberalism so much, and began to ease the rules, the privatization that a large number of low-income informal workers have developed, and a mechanism of social redistribution established in equal period has been weakened because of lower interest rates, reducing the maximum of income tax rate and improving the proportion of pay of individuals in medical insurance and pension insurance. Besides because of the problem of aging, the original support was broken and the income gap began to expand, and trend to be fixed, resulting in the hot discuss to "equal opportunities" in Japanese society. In view of the causes of Japan’s income gap, this paper proposes to narrow the income gap and it is necessary to play the function of government effectively, to avoid the expanding of income gap in our country due to the neo-liberal policies. It is suggested that financial, fiscal policy should be used rationally, to establish a universal social security system, and regulate the labor market as soon as possible. In particular, attention should be paid to the employment of university graduates and the gap between the initial, as well as equity issues of education.
