Economic growth is the gross representation form of the economic development. It is the observable, measurable and most realistic layer of the economic development. Many factors contribute to the economic development, in which material capital, labor force, technological development and human capital are the main and decisive factors of economic growth of a country. After researching the factors in economic growth in developed countries, the American economist Schultz addressed the viewpoint that human capital plays the decisive role in economic growth. He pointed out that the development of human capital contributed to the economic growth much more than the increase of material capital and labor force. With the advent of the knowledge-based economy, more and more people are aware of the importance of sustainable development, and the effect of human capital has become increasingly significant in economic development. Human capital is regarded as the engine of economic growth due to making other factors of production yield increasing returns. The success of developed countries and newly industrialized countries in their economic development has also proven the argument.Since2002,the economic development of Inner Mongolia has made very gratifying achievements. But in the joy of Inner Mongolia, we should have a more clear understanding of economic growth. In the economic development level, the rate of economic growth has been the first place in the whole country for eight years,however,economic development is relatively backward compared with many central provinces and cities and lags behind developed economic regions such as Shanghai,Guangdong.In growth mode, it still depend mainly on material capital input to promote growth, and the staying power of economic growth is not guarantee under the law of diminishing marginal efficiency. And long-term extensive economic growth will consume a large amount of energy, which will lead to the shortage of energy, at the same time, it will cause damage to the environment. It will not able to maintain sustainable development if it develop for a long time like this.With this background, this context uses a standardized analysis and empirical analysis, qualitative analysis and quantitative analysis method, from the theory of human capital and economic growth and existing problems of Inner Mongolia, this context analyzes the questions of human capital investment and economic growth, and finally put forward countermeasures. This context is divided into six chapters. The first chapter is an introduction, proposed research background,objective,significance,research methods and innovation. The second chapter is the concept of human capital and related definitions, introduction of some relevant theories of human capital and human capital investment. The third chapter is Inner Mongolia of human capital, human capital investment and economic development status. Analysis of the current major investment in human capital of Inner Mongolia and the economic development situation. The fourth chapter constructs an influence factor model of Inner Mongolia human capital, and uses the factor analysis method to calculate the comprehensive level of human capital investment in Inner Mongolia. The fifth chapter is the empirical analysis of human capital and economic growth of Inner Mongolia. The sixth chapter is some policy recommendations of investment in human capital of Inner Mongolia.
