The economic growth is a complex economic phenomenon and social phenomenon. So, There are many factors to influence it. The study and practice of countries inside and outside show that the human capital is an important force for economic growth, and play a great important role in the economic growth process. Since reform and opening, the economic growth of Xinjiang has been on a speedy new development period, especially in recent years, its economic growth speed is remarkable. Which factors brought the remarkable economic growth? How much is the contribution of the human capital to the economic growth in Xinjiang?First, this paper makes use of C-D production function and the effective labor model which are founded on the basis of Cobb-Douglas production function, to analyse the relevant data of the total annual output, substance capital, human capital and so on in Xinjiang from 1990 to 2008 by means of regression. Through the model, we peel off the contribution of the human capital to the economic growth in Xinjiang, and comparing with the developed countries and regions. The results indicate: in the period of years 1990-2008, the rapid development of Xinjiang are promoted by substance capital investment mainly, the contribution of human capital is low. Then, the paper analyzes the problems and the reasons that the contribution of Xinjiang human capital to the economic growth. Finally, on this basis, we propose some suggestions for improving the contribution of the human capital to the economic growth.
