Through the joint efforts of all staff of Heihe River Bureau, we have achieved obvious effects by governing Heihe River in more than ten years, and realized the aim of enhancing the capacity of water in the upstream watershed, satisfying the demand of using water in the middle watershed, slowing down the step of environment deteriorate and improving the ecotope in the downstream watershed. Because there are some reasons like of short establishing time, heavy work and lack of experience in management, all of staff mainly including allocated staff from superior departments or other brother units, and graduates from university recent years. The main characteristic of the staffing structure is the big distance in age and the uneven experience in diffidence workers. As the time passed and the normal management standardized step by step, realizing the goal of governing Heihe River displays difficult to match the current motivation mechanism of Heihe Bureau, which has leaded to bad phenomenon such as the lack of long-term planning in training talents and the difficulty in anyone who can take the leader’s turn on duty. The organization displays lack of motivation mechanism and the management bottleneck highlights.In order to realize the aim of governing Heihe River and achieve the water distribution of State Council, it’s important that we should solve the management bottleneck efficiently. The article makes a study in improving the motivation mechanism of Heihe Bureau in the factors of materials, aims, trust, emotion, competition and so on by investigating, researching and analyzing deeply, according to the situation of the organization. So we can cultivate the cohesion power of the team, motivate the warmth of the team, and mobilize the enthusiasm of the staff.On the conception and layout, the paper will deeply discuss the construction of the motivation mechanism by finding the problem and solution around with "western for the body, eastern for the spirit", according to the conditions in China and the situation in this organization.
