The Analysis On Problems And Countermeasures Of Pilot New-pattern Countryside Social Pension Insurance Of Quanzhou

New-pattern Countryside Social Pension Insurance is an important policy of our China for farmers’benefit, and is also the most basic and central social insurance system of the countryside social security system of our China. To follow the Guiding Opinions of the State Council on Launching Pilot New-pattern Countryside Social Pension Insurance issued in2009, Quanzhou City has been carrying on the pilot program and further development of New-pattern Countryside Social Pension Insurance. This thesis will carry out research on the relative problems during the pilot stage of Quanzhou New-pattern Countryside Social Pension Insurance, so as to offer special and valuable academic reference for the pilot program and further development of New-pattern Countryside Social Pension Insurance. I also hope that this research can be helpful to the pilot program and further development of Quanzhou New-pattern Countryside Social Pension Insurance, and hope it will be the mirror to the pilot program and further development of New-pattern Countryside Social Pension Insurance of other areas.This thesis mainly utilizes the relative theories of socialist new countryside construction, through measures of literature research, case analysis, on-the-spot interviews, experience summary, comparative research and so on, on the basis of current situation and reality of pension insurance of Quanzhou countryside residents, to analyze the existent problems and difficulty during the pilot stage of Quanzhou New-pattern Countryside Social Pension Insurance. This thesis also draws experiences and lessons on countryside social pension insurance from the representative countries and areas at home and abroad, to propose the countermeasures and suggestions, such as propose train of targeted and practical thoughts on developing Quanzhou New-pattern Countryside Social Pension Insurance, speed up the legislative process of Quanzhou New-pattern Countryside Social Pension Insurance System, put the grant funds of financial divisions at all levels into practice, perfect operation mode, enhance the level of management service of New-pattern Countryside Social Pension Insurance, strengthen the insurance awareness of the farmers and so on, so as to provide theoretical basis and policy reference for the pilot program development of Quanzhou New-pattern Countryside Social Pension Insurance.
