A Study On The Operation Of Grass - Roots Pension Insurance Institutions In Shaanxi Province

Pension insurance is an important part of the social insurance. The reform and development of pension insurance is directly related to social harmony and stability. With the development of the social economy and population aging, improving the level of co-ordination of pension insurance has become the objective requirement of the development of the pension insurance institution.At present, the provincial level overall plan of pension insurance has already put into practice in all provinces of China, which lay the foundation for the national co-ordination development of basic pension. In Shaanxi Province, as a provincial level overall supporting institution, pension insurance agency organizations execute vertical.management since the year of2000, which is called "Shaanxi Pattern". After then, the operating efficiency of pension insurance agency has been greatly improved. At the same time, the agency’s various problems emerge gradually, which gradually became hampered the development of pension insurance.This paper takes the pension insurance operating center of Xincheng district of Xi’an for example, through the interviews of the head of the pension insurance operating center of Xincheng district, the responsible person at the municipal operating department and local government departments who responsible for business-related, and questionnaire survey of insured companies, combined with relevant management theory, analyzing from both internal management and external communication angles to obtain several factors that impact the operating efficiency of pension insurance agency, which including the traditional government personnel management system can not meet the current needs, and the expenditure shortage of pension insurance agency from provincial finance, and the problems between pension insurance agency and both local government and local tax department and so on. On this basis, combined with the future development trend of the pension insurance agency, the paper proposes some relevant countermeasures and suggestions, such as the government should speed up the construction of information technology to promote the "five insurances operating together" mode, and as a basis for reform of the personnel system, and increasing financial funding, and reasonable division of powers and responsibilities between insurance operating agencies and local governments as well as the return of collection subject for pension insurance premium and so on. The analysis of the typical example could provide a reference for the operation of the pension insurance agency at grass-root level in Shaanxi Province.
