Study On The Industry Layout Optimization Of The Economic Circle Around The Capital In Heibei Province

Promoting Centralized type city and forming the capital economic circle, is the basic law of the economy development all over the world. The same to many cities, Beijing city is facing the problems of sustainable development. The most prominent is the pressure brought by the " city disease ",such as expansion of population, shortage of resources, environmental pollution,ecological deterioration and so on. And it is difficult for Beijing to solve these problems by itself. To develop, Beijing must disperse capital function, must promote coordinate linkage with the surrounding area, especially the coordinated development with Hebei.It means, Beijing’s issue is the Hebei’s problem, and Hebei’s problem is the problem of Beijing. Beijing began to hope change the " siphon" effect to Hebei periphery city resources to mature stage" spillover" effect. Beijing-Tianjin-Hebei region is showing a more typical" Echelon development mode" characteristic, Beijing has started to move the industry outside, and Beijing city development dominant direction has been put in the Southeast. At the same time,with the capital’s advantage,Hebei also hope undertake what,Beijing can’t bear. In this background, Hebei province puts forward " build economic circle around the capital ", decides Hebei’s new position in regional development. To start the construction of economic circle around the capital, is the major breakthrough of deepening regional cooperation.It not only quickly promotes Hebei province economic level, drives Hebei province good and fast development through the gradient radiation, but also has important realistic significance for the economy development of Beijing-Tianjin-Hebei region, the Bohai Sea region and even the whole China north and northeast region.Starting with the research on the typical metropolitan area (Tokyo, New York, London, the Yangtze River Delta, Pearl River Delta), this paper actively explore experience and enlightenment of the typical metropolitan industrial layout optimization, to the economic circle around the capital Secondly, empirically analye economic growth spatial spillover effect among the research object with the spatial measurement model, and based on the empirical results and metropolitan development theory, divise the region around the capital. Again, using the qualitative and quantitative methods, discuss the industry development present situation, characteristics, advantages and disadvantages of the economic circle around the capital, and in accordance with industrial relevance and gradient difference with Beijing, position its characteristic advantage industry. Finally, combined with the related theoretical analysis and spatial econometrics model’s calculation result, put forward path selection of industry layout optimization of Hebei province’s region around the capital.
