Hunan Province Rural Credit Cooperatives Business Performance Evaluation

In August2004,Hunan province was included in the pilot provinces of the national to deepen reform of rural credit cooperatives.May the following year,Provincial Party Committee and Provincial Government’s consented and to be approved by the CBRC,Hunan rural credit cooperatives Union was formally established,and have the management,guidance,coordination and service functions.After the reform,Hunan Rural Credit Cooperatives have been brought out a vigorous.But behind the encouraging result also contains many disturbing factors.So this paper aims to analysis of relevant data for2001-2010in Hunan Rural Credit Cooperatives, uesing the core performance evaluation index of the Yaron performance evaluation framework qualitative and quantitative analysis of the performance indicators before and after the new round of reform in order to answer the following questions:Whether a new round of reform in Hunan Rural Credit Cooperatives to be considered valid?Has Hunan rural credit cooperatives achieved the sustainable business after six years of reform?The role of Support agriculture,Benefit farmers and service "agriculture,rural areas and farmers"is strengthened or weakened?Whether the Provincial association model has its drawbacks in practice?If there are drawbacks how should we to overcome?After the empirical research,this paper will also analysis of the problem that the Hunan Province Rural Credit Cooperatives faced to improve business performance.These problems include:1.the provincial association model faces an uncertain future;2.property right system and corporate governance structure need to be improved unceasingly;3.the new challenges brought about by the new economic situation and the new financial structure etc.The article puts forward relevant policy Suggestions:Firstly,to locate the Provincial Association in the right position,to clear boundary of duties;secondly deepen the reform of property rights system,perfect the corporate governance structure;finally,lay a solid foundation of management,improve the quality of the staff.
