A Study On Function Orientation Of Provincial Joint Cooperatives Of Henan Province Rural Credit Cooperatives

In the five years of its development, the provincial joint cooperatives of Henan rural credit cooperatives has been engaged in lots of tasks and made great achievements. At the same time, it has also departed from the orginal purposes of the designers. As a newborn of the financial reformation, the provincial joint cooperatives of Henan rural credit cooperatives, the same as the rural credit cooperatives of the nation, is not only the. result of the contention among the central government, provincial government and rural credit unions, but also the product of the marketing object of the rural credit cooperatives and that of the government. Therefore, the estabishment of the provincial joint cooperatives cqnforms to the policy orientation and systematic target of the central government. It also accords with the marketing development objective of the rural credit union. However, there also exists the double conflict of the combination of government and enterprise and that between the property right and control right in this model.This paper demonstrates the causes of formation of provincial joint cooperatives of rural credit cooperatives, using Coase’s theory of transaction cost and principle of fairness efficiency. Using compulsory vicissitude theory, we analyze reasons of system vicissitude of rural credit cooperatives since 1949, summarize some basic laws of the development of rural credit cooperatives. According to Theory of Property, we explore the change rule of rural credit cooperatives, analyze features of China’s system of property rights of rural credit cooperatives, especially the defect of provincial joint cooperatives system, finally we put forward some corresponding measures.In combination with the actual condition of Henan province rural credit cooperatives, it is held by the author that provincial joint cooperatives of Henan should further define its function and fully exert its active effect in the reformation and further exert its positive influence in every acpect of the present managerial system so as to achieve the reform goal of the rural credit cooperatives. The difference between our research and the other domestic scholar’s is that we target obviously in a province, that is to say we only study function orientation of provincial joint cooperatives of Henan province rural credit cooperatives. In combination with the actual condition and history of Henan province rural credit cooperatives, targeted in function orientation of provincial joint cooperatives of Henan province rural credit cooperatives, we put forward some strategies and suggestions corresponded with the actual situation of the rural credit cooperatives in Henan province.
