With the accelerated process of urbanization in China, under the socialist marketeconomic system and China’s household registration system, many large and mediumcities in China are inhabited by a large number of floating employees. Shanghai is oneof the most developed regions in China. Therefore, this phenomenon is particularlyprominent in Shanghai. The institutional context of this paper is that comprehensiveinsurance system is being phased out of the trend, and since July1,2011, theShanghai Municipal People’s Government take the floating employees’ socialinsurance gradually into the urbanworkers’ social insurance, which is a new challengeand opportunity to this article.In this paper, theoretical analysis and practical need are used to analyze the needfor the establishment of the old-age insurance system for the floating employees inShanghai. The use of correlation analysis, regression analysis, the comparativestudy,interpretation of induction and other methods is to describe and analyze thestatus quo of the floating employees’ pension system in Shanghai. Through suchresearch method as questionnaires, in-depth interviews, expert opinion and data-collected to research the contents of the pension insurance of Shanghai floatingemployees. Using modern statistical analysis tools to analysis data. Obtained bycomparing the study abroad experience for reference. Based on above study,attempting to optimized design the Shanghai floating employees’ pension insurancesystem, and in the process of the transition from the floating employees’ socialinsurance to the urban worders’ social insurance, try to made useful and positivepolicy proposals to perfect old-age insurance system for Shanghai floating employees.This article is based on the theoretical analysis, the status quo analysis andempirical research to sum up the problems of Shanghai floating employees pension insurance system: the level of comprehensive insurance subsidies for the treatment ofelderly is too low; the level of a single system could not meet the diverse needs; thehousehold system impede the enjoyment of equal civil rights; the pension rights’relations can not transfer cause damage; the payment period is not cumulative causedamage; lack of mandatory social insurance premium; floating employees are lack ofexpressing interest mechanism. Then try to optimized design the Shanghai floatingemployees pension system. The principle of optimized-designed system is compatiblewith economic development, government and responsibility-sharing, system selectiondiversity and unity, and people-oriented. The overall objective of theoptimized-designed system is the same basic structure with Shanghai urban basicold-age insurance system, low standards of access, low standards of enjoyment andmanagement flexibility. The optimized-designed system is mainly start fromperfecting the original system, innovation system and improve the supporting policiesin three areas. The advantage of this system is very systematic, very systematic andeasy to transfer. Finally, in the process of the transition from the floating employees’social insurance to the urban worders’ social insurance, try to put forward useful andpositive policy proposals specific to the problems mentioned above: the realization ofsocial protection "card"; total comprehensive insurance payment period; functionalreform of household registration system; mix social security fees and taxes;implement the "double base" collection; promote floating employees into thecommunity; establish mechanisms to express the interests of floating employees.
