Research On Modest Contribution Of Occupational Pension In Shanghai

Population ageing aroused many society problems; one of them is how to solve the retirement people’s social security issues which are very difficult to deal with even in some developed countries. However, to China, a developing county with a large population, aging problem is not only a barrier to the economic development, but also an obstruction for the reform of the pension systems nowadays. Herewith, how to support the retirement people’s basic lives and make each old person has a happy life are the main considerations for the government and the whole society.The paper mainly analyzed the problems of moderate contribution rates for enterprises in Shanghai city. The study includes two aspects:from the aspect of providing, the contribution rates for enterprises should be limited between the enterprises and the individuals; from the aspect of the demand, the rates from the occupational pension should meet the proper level of substitute rates.There are four mainly parts in the paper:the first part defined the occupational pension in a new angle; the second part studied the contribution rates for enterprises and the substitute rates; the third part forecasted the moderate contribution rates of Shanghai and analyzed the diffident rates level. The last part provided several meaningful advices for perfecting the occupational pension systems.There are several methods have been used in the paper, including:1. Actuarial Theory of Social Insurance which is used to build the model of contribution rates and substitute rates.2. the method of MATLAB is used to calculate the model built in the paper and analyze the sensitive degree of the parameters in the models;3.the software of EVIEWS is used to analyze regressively about the production parameters of the Cobb-Douglass, at the same time, the software also analyzed the new added value from the enterprises of shanghai in order to forecast the moderate contributions for next several years;4. Precautionary saving theory is used to analyze the resident’s precautionary saving rates in Shanghai city;5. Through the method of SPSS, the paper forecasted the individual moderate contribution rates for Shanghai in next several years.The creative point of the paper is through the different methods to analyze the contribution rates in dynamic ways and forecast the next several years’contribution rates. Furthermore, the paper provided the supplementary measures to the needy and disabled groups, and tried to build the individual contribution schemes for the staff according to genders and ages levels.
