The17th CPC National Congress pointed out"We must deepen the reform on state-owned enterprises, perfect the modern enterprise system, optimize the overall arrangement state-owned economy arrangement and structure, strengthen the vitality, controlling ability and influence of state-owned economy."In current stage, Yunnan is in"bridgehead"construction and implementation of the great opportunities of spanning development period.With modern enterprise system gradually perfect, State-owned enterprise plays in key areas and basic industry an important leading role.Annexation and reorganization of enterprises、 the introduction of strategic investors and capital operation is more and more frequent. State-owned property rights trading market as an independent market platform, adhere to the"fairness, open and justice"principles, offer state-owned property orderly circulation, public transparent operation provides an efficient platform. Its standard transactions, information distribution, price discovery, capital in aresource allocation, listing cultivating function increasingly highlight strengthened, and prevent the loss of national assets, curb corruption and adjustment of industrial structure have played an irreplaceable role.But is not allow to ignore, in the state-owned property rights approach trading process, there are still not perfect laws and regulations, the imperfect system, market construction does not reach the designated position, and many other problems.Therefore, strengthen the state-owned property right transaction management, promote the state-owned property management system standard, Yunnan province for the state-owned economic layout and structure adjustment, optimize the allocation of state-owned capital is of great practical significance.The paper adopts the research methods of document research、survey study and data analysis.It starts from the basic theories of property right. First of all to our country property right trading market development course and the present situation are analyzed. Secondly, using chart in the form of state-owned economy in Yunnan province and analyzed the current situation of a large number of data analysis. The author points out that at present specification of state-owned property rights approach the necessity and the urgency of the transaction, discuss the current state-owned property transactions in Yunnan province regulators, trading mechanism and other related content.Then, the author mainly from the policy laws and system management, property right trading market construction and so on the different angle to the current state-owned property right transaction management in Yunnan province in the existing problems and reasons were analyzed.Therefore, this paper, from the actual conditions of Yunnan province put forward the perfect state-owned property right of Yunnan province floor transaction countermeasures and suggestions:To improve the basic regulations, mainly from the state、local、company shall be standard; In the perfect system, mainly from the perfect corporate governance structure, strengthen market self-discipline, giving full play to the supervision department breakthrough role; In the construction of property rights trading market, mainly from the market information construction, innovation marketing function aspects.Finally, the main conclusion and the deficiency and related reasons are summarized analysis.
