Food safety issues related to hundreds of millions of people’s health and social stability. However, along with the Sanlu milk powder, swill-cooked dirty oil, poisonous bean sprouts, lean meat powder, poisonous bird’s nest and other food safety events exposure, food safety credit crisis has produced in people, whose attitude to the current food safety regulatory changed from anger toward helpless. Under the background of economic transformation, the restriction of huge interest temptation, their quality and the sense of social responsibility, some food workers sell false products deliberately. Moreover the negligence of government supervision on food safety, the delay of systems and standards development and inefficiency of surveillance organization lead to food quality is ineffectively supervised during the procedures of processing and circulation. Eventually, all of these cause food safety accident frequently. Therefore, research on China’s food safety supervision execution has important theoretical and practical significance. From the government enforcement perspective, this article reasonably draw lessons from foreign institutions’ research results and proposed measures on food safety supervision imlementation according to our own reality, in order to improve China’s food safety supervision and management implementation force.Under the guidance of the theory of new public management, new public service theory, the public goods theory and other related theories, in the context of current economic developments in China, from the problems in China’s food safety monitoring and execution, and on basis of advanced experience and practice referring to the European Union, United States and Japan, this thesis studies problems accroding to logical structures of questioning, analyzing, and solving problems,by using comparative analysis, theoretical analysis, empirical analysis and other methods. First of all, the paper puts forward the current food security superivision problems such as poor implementation awareness, inefficiency implementation and selective enforcement issues.Then it analyses the causes of these problems, and draw a conclusion that these issues were due to overlapping of regulatory body, low quality of regulators, inadequate monitoring mechanisms in the implementation process and the law supervision level. Finally, it put forward some measures on how to improve the food safety regulatory enforcement from the aspects of forstering service executive concept, establishing a unified and coordinated supervision system, perfecting the legal system and implementing the responsibility system.
