As the transportation infrastructure, rural road is the important part of the roadnetwork. In this context, maintenance managementdepartment should take measures actively to solve the problem, which will promoteintra-county economic development and the construction of new socialist countryside.The paper focuses in the duty subject of county government. Firstly, this paperresearches the supply and demand of rural road maintenance fund. Based on the analysisof maintenance status, it proposes that the shortage of maintenance fund is main causesof the problem. And then, the paper analyzes the supply and demand of maintenancefunds and forecast the supply and demand in2015. According to the forecast, the paperreaches a conclusion of maintenance fund shortage.On the basis of the conclusion above, the paper researches the execution mode ofcounty government when implementing maintenance fond policy according to thepolicy implementation matrix model by Matland. After analyzing the policy definitionand conflict, the paper concludes that county government may take token way.Finally, the paper put forward that we should improve the enthusiasm of countygovernment by promoting policy definition and relieving conflict. Only will countygovernment raise and supervise fond actively. And then, the county government canextend financing channel and improve audit system.
