| It is an important way to improve the quality of rural public service products and to prolong the life cycle of the facilities for post supervision and maintenance of rural land consolidation.Since the ministry of land and resources promulgated the "interim measures on the management of the government investing land consolidation project" in2000,many governments has promulgated the supervision and maintenance institution,but what is the implementation performance? How does the implementation of the management institution affect its performance,and what is the influence path? Few documents provide a clear explanation.This paper analyzes the influence path and effect of institutional performance of supervision and maintenance for rural land consolidation project by establishing “institutional structure—supervision and maintenance conduct—institutional performance ” paradigm,based on 568 questionnaires in Hubei province.Methodically,structural equation model and mediating effects model are employed.It aims to provide the useful support for the perfection of the institution and improvement of institutional performance.Through research and analysis,the following conclusions are drawn:(1)the measure result of the institutional performance shows that farmers' evaluation towards the whole studied areas of post supervision and maintenance of rural land consolidation is 2.807,the evaluation result is between "not quite satisfied" and "general".Among them,the evaluation result of the document area is 2.830,while the contract area is 2.787.The evaluation result of institutional performance of the document area is slightly better than that of the contract area.(2)the proposed SCP model is verified.That is,the institutional structure affect supervision and maintenance conduct significantly,and supervision and maintenance conduct influence institutional performance.Furthermore,the contributions of the informal institution variables are greater in the institutional structure,while the path coefficients of in-role behaviors variables are higher in supervision and maintenance behavior.Furthermore,reputation influence,destruction-discourage,subject selection play the most important roles in the institutional structure,supervision and maintenance behavior,institutional performance respectively,with the effect values of 0.55,0.79 and0.84.(3)The institutional structure could not only affect institutional performance directly but also indirectly through the supervision and maintenance behavior,and the indirect effect is greater than the direct one.The mediating effect of supervision and maintenance behavior is significant in the studied areas,including document area and contract area.Moreover,the mediating effects of contract area is higher than the document area.According to the above conclusions,following countermeasures are put forward:(1)Based on the outstanding contribution of informal institution variables to the institutional structure,we should pay more attention to the incentive and restraint function of informal institution,and guide the villagers to form the tradition of actively participating in supervision and maintenance gradually,and strengthen the propaganda of supervision and maintenance and the communication between villagers as well.(2)Due to the important effect of in-role behavior on supervision and maintenance conduct,the enforcement of basic work of supervision and maintenance which includes facilities maintenance,dispute mediation,destruction preventing and routine inspections should be strengthened,especially preventing destruction of facilities timely so as to avoid the "broken window effect".(3)Because of the significant influence of the selecting mode of management subjects on the institutional performance,the selecting mode of management subjects should be diversified under the background that the current management personnel was generally recommended or appointed by cadres.For instance,The land contracting operator could be determined as the responsible person in accordance with the principle that those who operate or benefit from the land are responsible for the supervision and maintenance" Also,the market mechanism could be introduced to promote the diversification of subject selection procedure through leasing,auction,contract and other ways to choose the management main body where the situation of supervision and maintenance is good.At the same time,the effective supervision of selection process of the supervision and maintenance subject should be increased to improve its justice,fairness and openness. |
