In the past decade, Vietnam’s economy has doubled and poverty rates have decreased markedly. Economic growth quickly tied to the environmental pressure in terms of the depletion of resources and other aspects of environmental pollution. Along with economic growth and industrialization process of modernization, Vietnam has overcome many environmental challenges. So we need to consider carefully how to avoid environmental pollution through efficient use of resources.In Vietnam, as well as in other developing countries, small and medium enterprises is seen as a source of efficient, sustainable and dynamic economic growth. Most of the SME is a private enterprise. In recent years, the number of state enterprises is decreasing, while the private enterprises and foreign enterprises to invest in FDI increased significantly. Currently, many SMEs have not yet applied suitable production management, besides machinery and equipment are backward technology, thus the work is under hard pressure and the surrounding envinronment has also been affected. This situation is more serious in small enterprises.The main objective of the study is to examine the current system of legal documents as well as the system of state management agencies in Vietnam to analyze the situation from which production efficiency and environmental impact of SME.In this study, the system of state management agencies related to environmental management of industrial production from the central to local level are taken into consideration and evaluation. The study also reviewed the system of legal documents related to the environment. In addition, the programs, projects and support measures for SMEs in improving efficiency of resources, including financial resources are also discussed.Based on the analysis results, the study raised a number of criteria to select the appropriate SME to give priority support in order to enhance resource efficiency. The solutions include short and long term, measures of overall and specific also been proposed to support in a practical way to improve the efficient use of resources in SMEs.
