Petrochemical projects are in high grade market, they relate to huge investment, gargantuan size, complicated technology and project management. In recent years, petrochemical projects are becoming more and more extensive, owners need to manage more resources. On the other hand, most owners’organization structure are set up for plant operation, not for project execution. This case becomes outstanding in Chinese Development of the West Regions, huge reserves of coal are found in these regions and local government intends to start coal-chemical projects as more as possible. These coal-chemical companies start empty-handed, all management members are extracted from state stock holders or other companies, people do not familiar with each other, and the enterprise has no operation experience. It is very interesting to research the operation characteristic of analogous projects.Above mentioned projects consist of dozens of "small" projects, every single small project has its dedicated chemical process route, and need various technical background, it brings much difficulty to the project management. In these small projects, licensor are the only party who both master the know-how of the process route and responsible for material balance/heat balance calculation.So far, there are many licensors who have core technology and process package, moreover, they have abundant current funds which are accumulated for years. This thesis discussed how to strictly and efficiently control design during project execution when an industry/petrochemical licensor transforms to a petrochemical project contractor. The discussion consists of six parts: basic certification, basic requirement, documentation pattern and numbering, project schedule and human resource arrangement, process monitoring, patent and know-how protection.Basic certification is the most basic investigation, consists of design rules and qualification of subcontractor/related personnel. As a precondition of all other quality control, basic certification should be considered as per different industry and process route.Because of the particularity of chemical plant, safety should be considered as first priority, and it is the basis of design control. To conclude all safety issues at the beginning of process design is too complicated to implement, so it is better to classify the whole process into different systems, and then cross check the impact between each other. Furthermore, construction friendly and reasonable cost control are the basic components of design control.In order to achieve better communication and document management, strict regulation for document numbering is needed. In this thesis, there are five sections to discuss this issue, include title block, document numbering and equipment tag number, consensus of engineering software, revision number and author signature, modification remark.About project progress and workload, design subcontractor needs to initiate and maintain a master schedule, control all work content according to this schedule. During bidding phase, human resources arrangement should be fixed in advance to ensure reasonable workload.During execution stage of design work, institutionalize communication plan is highly recommended, such as regular progress report and milestone list. On the other hand, for critical design milestones, mandatory meetings with hold points are required, all related design work must be suspended before the meeting.As the core competitive of licensor, intellectual property right must be protected through IP agreement, document classification of approval, document format control, etc.At the end of this thesis, two actual projects were given as cases to analysis the difference between various modes of subcontract. A detail compare list also elaborates the related advantages and disadvantages. As a conclusion, some owner representatives and project managers are invited to estimate the different subcontract modes, and quantization result is arrived through Analytic Hierarchy Process.
