Study On The Construction And Management Of Water Supply Industry Of Zhanjiang City

Municipal utilities is the critical infrastructure of the city, the city people’s life andproduction indispensable basic material conditions, the support of the city’s economic andsocial development. Water supply industry is an important part of the municipal utilities, andrelationship to the public and the fundamental interests of the necessities of life andproduction, water supply industry, the government must undertake the construction andregulatory responsibilities, and reasonably related to the public’s quality of life and urbanwater supply industry, construction and management of scientific sustainable socio-economicdevelopment. Construction and management of the water supply industry must continue tomake the appropriate adjustments to adapt to the requirements of the urban construction andeconomic development under the new situation.This paper takes Zhanjiang city as an example, with the Zhanjiang city water supplyindustry existence question analysis and countermeasure research of industry of our countrywater supply, to improve supply level and management efficiency to make beneficialexploration.Zhanjiang city water supply industry exists outstanding issue is, water supply planninglack of effectiveness, business management of water supply system, water supply system andlack of compartmentalization of lack of integration mechanism and the lack of effectivesupervision of water supply safety. In view of the Zhanjiang city water supply industryproblems, this paper analyses the main reason of diversity of management main body, watersupply industry has led to an interest in distress, water supply industry enterprises,government affairs is not divided system caused by distress as well as water supply industrytraditional management mode leads to the cost of water supply problems. In reference toforeign water supply industry construction and management on the basis of experience, thisthesis put forward to perfect the countermeasure of water supply industry in Zhanjiang:strengthening unified water supply construction planning; the establishment of water supplyindustry diversified financing channels; straighten out the water supply management system; perfect government industry regulation system; perfect water supply safety emergencymechanism.
