Research On Management System Reform Of Municipal Public Utilities In China

The reform of public utilities in the world derived from the administrative reform in the late 1870s. Especially since 1970s, inflation heated up, public revenue reduced, social welfare expenditure remained high and not fell, the government faced a succession of confidence crisis and management crisis and gradually took the path of reform. With the institution of socialist market economy, the advancement of urbanization, and the development of diverse forms of ownership, the marketization and management system reform of municipal public utilities improved step by step in China.The present management system reform of Chinese municipal public utilities has achieved some staged results. It's necessary and reasonable to analyse the problem and root cause, draw on the experience of western countries, define the role and effect of different subject of management, and make clear the relevant factors of management system.This paper focuses on the management system reform of municipal public utilities, apply the research method of combining theory with practice, comparative analysis and systematic analysis. This paper follows the analysis route from theory to practice, from the general to the special, from the the trivial to the complex and from the national to the international. It integrates relevant subjects and factors, and explores the practical situation of the management system reform of municipal public utilities in China. This paper consists of five chapters. Firstly, it introduces relevant research background, research significance, research results, research ideas, research methods and research contents. Secondly, it studies the relevant theories. Thirdly, it illustrates the evolution process of the management system reform of municipal public utilities in China, and analyzes the relevant problems during the evolution process. Fourthly, it introduces the specific process and experience of the management system reform of municipal public utilities in Great Britain, USA, France and Germany. Finally, it proposes specific suggestions of the management system reform of municipal public utilities in China, and provides a useful reference for the reform practice.The main conclusion of this paper:(1) Base on the theoretical definition of public utilities, municipal public utilities and management system reform of municipal public utilities, this paper proposes that the contents of management system of municipal public utilities mainly includes the settings and functions of administrative organization of municipal public utilities, the management and operation mechanism of municipal public utilities, and the managent institution building of municipal public utilities.(2) This paper divides the evolution process of management system of municipal public utilities in China since the reform and opening-up into the start– up period, the development period and the rapid development period. The major problems of administrative organization of municipal public utilities are the informal settings,the excess and vacancy of government functions,and the lack of social supervision and public participation. The problems of management and operation mechanism of municipal public utilities are without a clear line between the functions of the government and enterprises, the absence of government responsibility, imperfect competitive mechanism and the lag of investment and financing system. And the problems of the managent institution building are the lack of law and the obstacle of policy.(3) This paper generalize the reform process of Great Britain, USA, France and Germany from their reform objectives and modes, and sum up their specific reform experience.(4) This paper proposes the specific suggestions of the management system reform of municipal public utilities in China. In the area of administrative organization, it should clear the settings and functions of administrative organization, and clarify the vertical and horizontal relationship between the administrative organization and the other government departments. In the area of management and operation mechanism, it should grasp the function of the government accurately, perfect the competitive mechanism, and speed up the reform of investment and financing system. In the area of managent institution building, it should strengthen the legal construction, establish and improve the franchise business institution, the biding system and the modern enterprise system.The main innovation of this paper:(1) At present, the practice of management system reform of municipal public utilities in China range over economic level, political level and social level. But the academic study of this subject are mainly from the economic level, it lacks both the concrete research from the political and social level and the systematical research from the whole of management system reform. Base on drawing lessons from the previous research findings and reform practice, this paper seeks to analyze the concrete issues of the management system reform process from the systematical and normative angle.(2) The relevant factors of management system reform of municipal public utilities in China are defined from the theoretic level.(3) Base on the analysis of management system reform process of municipal public utilities in China, this paper discusses the existing problems and the relevant root cause from the areas of the administrative organization, the management and operation mechanism, and the managent institution building of municipal public utilities. It also provides the specific measures of reform, which will make the practice analysis more systemic and more definite and the theoretical research have more real value.
