Since the reform and opening-up policy, with the policy of expanding of the economic reform, China’s national economy was in fast development, Urbanization also has entered the rapid development period, it is inevitable for the number of collective land expropriation increasingly increase of the reason that the demand for land has also been increasing year by year in the process of the Urbanization rate continuously improved, well our country urbanization rate has very big disparity from the average level in the world.Collective land will produce appreciation income in the farm land conversion and urbanization process.There is lack of sound mechanism of public land appreciation income in China.Allocation of the main contradictions are outstanding.What’s worse, landless peasants can’t share the appreciation produced by the collective land after the collective land enter the market by capitalization.A lot questions existing in collective land appreciation income distribution, future studies and researches are expected to solve the problems.This paper’s goal is to study the collective land appreciation income allocation in background of urbanization.Combining with related theories, elaborate this collective land value-added income distribution present situation and the different distribution of the subject interests and needs.On the basis of above study, we take the allocation mechanism of the collective land appreciation income of Xin qiao town for example.Finally, using the system engineering to the train of thought of collective land value-added income distribution mechanism construction goal, principle and scheme are analyzed.Designed with independent market economy ability of the collective economic organizations and represent the collective members of the collective interests between cooperative "entrust-agent" system, and at the same time, clear the government, market, the collective economic organizations, the collective cooperatives and farmers for distribution subject "incentive-constraint" relations, so as to construct a sustainable collective land value-added income distribution mechanism.
