Abstract/Summary:
Urbanization is an inevitable trend of social development and the most common social phenomenon.Due to the rapid development of China's economy,the pace of urbanization in China is faster and faster.The urban stock construction land has been unable to meet the demand for urban development,which means that there are still a lot of time in the future.Collective land will be continuously expropriated and converted to state-owned construction land.China's special urban and rural two yuan land system,coupled with the government's land expropriation and trade,is both an athlete and a referee,making the government grabbing a huge amount of land income through the way of selling high prices for low price land expropriation.In fact,there is no rational distribution of value-added income in the land,and the interests of farmers have been lost.It is very easy to cause serious social problems.How to distribute the value added income of collective land has become the focus of all circles of society.The article first introduces the background and significance of the study.Through the study of the research results at home and abroad,through the analysis of the source of the value added income of the collective land,it divides the land value-added income into three kinds,namely,property right and use value increment,investment increment and supply and demand increase,and then the collective land is collected.The value added income is calculated,and the example of Dadong District is introduced to verify the comparison between the theory distribution and the actual distribution of the collected collective land value added income theory,and the following conclusions are drawn.(1)The value-added income of expropriated collective land comes from the three stages of collective land expropriation and conversion,land reserve development and land transaction,which consists of three parts:property right and utility value-added income,investment value-added income and supply-demand value-added income.The difference between land transaction price and collective land price can be calculated by deducting the cost of land expropriation and development.The specific formulas are as follows:V=P成交-P区片-C征收-C开发.(2)The main bodies of the value-added income distribution of the collective land are peasants,collectives and the state,According to the change of property right and the source of value-added income in the process of producing value-added income,farmers and collectives can obtain property rights and use value-added income.The state is the winner of investment value-added income and supply-demand value-added income.(3)According to the theory of land value added income distribution based on land property rights and sources,farmers(collectives)should theoretically gain land requisition compensation and property rights and use value increment of 3.80 million yuan/hm2–9.32 million yuan/hm2,and the government obtains the investment value added income and the supply value added value of the sum of 6.92 million yuan/hm2—83.11million yuan/hm2;in fact,the compensation fee for land expropriation for farmers(collective)is 0.95 million yuan/hm2–5.70 million yuan/hm2,and the land income of the government is 9.50 million yuan/hm2–85.51 million yuan/hm2;the difference between the theoretical distribution and the actual distribution is 2.13 million yuan/hm2—3.62 million yuan/hm2.(4)The empirical results show that,according to the current compensation standards for land expropriation compensation,farmers(collectives)only get compensation fees for land expropriation,and do not enjoy any benefits brought by the collection of collective land added.All the government has taken possession of the value added income of the collective land,which has seriously infringed the loss of land lost farmers(collective).Legal interests.Therefore,the collective land value added income is allocated according to the distribution mode based on the land property rights and the source of land value added income.In addition to the compensation fee for land expropriation,the farmers(collectives)also gain the property rights and the value added income of the use,thus greatly raising the income of the land expropriated farmers and ensuring its long term.A distant livelihood.Through the study of the distribution of the value added income of collective land,the article can provide a certain theoretical basis for the reform of the system of land expropriation and the determination of the compensation standards for land expropriation.
