The civil investment in our country starts from the period of reform and openness, and after development of more than30years, which has the proportion in the whole society investment from17%to64%. With continuous expansion of the scale, civil investment plays a more and more important role in China’s economic and social development, especially in solving social employment, promoting the process of science and technology, boosting markets, readjusting industrial structure, etc. However, we can’t ignore the difficulties in the process of civil investment’s development. For China today, the problems in civil investment mainly include weak base, financing difficulty, blindness investment and so on. Along with continues improvement of our country’s market economy and the whole world’s unpredictable economic environment, the competition will surely become more intense. The un-improving of civil investment’s competitiveness will seriously influence its own development. For instance, the world’s2008economic crisis caused large number of folk capital quit from the market, which reduced our country’s economic growth speed in a large scale. This is the result of civil capital’s inherent weak capacity of risk resistance as well as our country’s policy environment’s imperfection. After this problem, in2010, the State Council issued a document named by "Some Opinions on Encouraging and Guiding the Healthy Development of the Civil Investment" as a guideline in promoting the civil capital’s development. In2012, our government issued another document named by "Taxing Policy in Encouraging and Guiding the Civil Investment’s Healthy Development" to summarize the policy in promoting the civil capital’s development. Meanwhile, the relevant departments also issued some policy papers. At present, the civil investment in China has seen great development, but there is still a bigger development space in the area. How to promote civil capital’s development with the help of policy as soon as possible has become the key topic. While there is a high relevance exists between taxing policy and the civil investment. For this reason, this paper starts from the perspective of tax to analyze and study the taxing policy in our country and proposes more perfect tax policy by drawing advanced foreign experience.The paper is structured into four main parts. The first part is a general analysis which helps us get a comprehensive understanding of the civil investment. It includes the meaning and characteristics of civil investment, the economic effect of the tax policy when it uses in civil investment area. In this part, to illustrate the necessity of using tax policy tool, Empirical analysis and Normative analysis are adopted. The second part of this paper first compare and combine the related tax policy. And then evaluate the current tax policy through current data and previous study of civil investment. On the basis of that, we get the conclusion that there are several defects in the current tax policy, such as lack of policy systematic, focus and direction, shortages in tax administration. The third part is a summary of the foreign experience of tax policy for stimulating civil investment, compared with the current policy and economic situation in China, it helps to find a way to Optimize our tax policy.The fourth part of the study combine the China’s current situation with the advanced experience, provide some advice to Optimize the related tax policy from different Perspectives, such as stimulating private venture capital investment, building private investment platform, focusing on the guiding effect of the tax policy and so on. It suggest that the tax policy tool should play a more important role to establish a civil investment and development chain to guide the private capital, finance the private enterprises and Promote economic development.
