Since the reform and opening up, with the gradual improvement of China’s market economy and public finance system, the growing awareness of civil rights, government information public has become a hot topic of people. For example, the issue of transparency of the social security fund investment information, consumption of public funds on three major private purpose-cars, banquets, oversea visits, the scope and extent of the government budget report. Therefore, improving fiscal transparency has become an inevitable trend.First, from the perspective of the government, the government as trustee is commissioned by the citizens to bear public accountability, to fulfill their social management responsibilities, to provide public goods and services. Good approach to financial management is a necessary condition for the government’s responsibilities, and the level of fiscal transparency is an important aspect of the level of financial management. The one.hand, by improving fiscal transparency standards, the public sector have inherent power to do their best to fulfill their respective functions, in order to achieve detailed management, improve administrative efficiency, and.truly serve the people. The other hand, with the improvement of fiscal transparency, the financial information will be true and be disclosed comprehensively, so that the policy-making organs could get more reliable information and data when they make decisions to solve the problem and prevent the potential risks.Second, from the perspective of the public, the public as a principal, provide funding to the government, and therefore have the right to learn the effect of the use of funds their pay and the right to know whether the government has fulfilled the commitments made. So fiscal transparency is significant.Therefore, the fiscal information disclosure has important significance. Undeniable, since1998, China’s fiscal transparency has made some achievements. But you will find there are still a number of shortcomings. For example, government responsibilities are unclear definition, and the relevant legal system is not perfect, and the limited scope of public financial information, and the fiscal information is too simple.Based on the rules of the IMF on fiscal transparency, this paper put forward three standard measures of fiscal transparency. Based on these three criteria, this paper discusses the situation of financial transparency. The text is composed of the following six parts.The first part, Introduction. Introduces the significance of the topics and the background of the topics and the research framework and the research methods and innovation and deficiencies of the paper.The second part is about two aspects from the main body of the disclosure of financial transparency and the "breadth" and "depth" of the financial information disclosure to express the meaning of financial transparency; it straights out the necessity of improving the fiscal transparency mainly from the principal-agent theory, the theory of public finance, public choice theory; summarizes subjective and objective factors which influence the fiscal transparency; proposes three criteria to measure the fiscal transparency:first, clear the roles and responsibilities of government and other public sector; second,the content which the finance information disclose is whether to be complete, specific, multi-dimensional, real, timely and convenient; third, budget management process is whether reasonable.The third part is based on the perspective of the government and other public sectors’role and responsibility to analysis of financial transparency, and pointed out that in this country there are still many shortcomings:the responsibility of each government is unclear; financial management and public legal system need further improvement. Then propose some measures to solve these problems by combining with other national experiences and practices.The fourth part is about the analysis of the integrity, multidimensional, concreteness, authenticity and announcement timing of the finance information disclosure. From the scope, the content, the announcement time, the frequency of financial information disclosure, point out that the fiscal transparency of our country needs to be further strengthened. Propose a lot of ideas to resolve it. Such as refining the double-entry budget system, expanding and refining the content of financial information disclosure, improving our government and financial reporting system, improving the timeliness and frequency of financial information announcements, and improving the authenticity of financial information.The fifth part is about the analysis of the problem which exists in the budget management processes and impacts the fiscal transparency. Points out some obstacles which affect fiscal transparency and exist in the processes of budget preparation, budget approval, budget execution and performance evaluation. Then combining with the experience and practice of other countries, it puts forward some measures, including extending the time of the budget preparation and approval, regulating the execution of the budget, improving the performance evaluation system and constructing a multi-level budget monitoring system.The last part is a summary of this article, and points out that the improvement of fiscal transparency is an inevitable trend.
