Food safety has always drawing people’s attention. It is directly related to people’s health, economic development and social stability. During the early period of social development, food security was considered as the main concern of food safety. However, along with the development of society and economy, people’s life quality improved gradually. Therefore, people nowadays pay more attention to food quality safety, nutrition and sustainable development, which leads to increase of meat product needs. In recent years, food safety accidents occur frequently, such as Shuanghui"lean meat powders", it not only directly makes an impact on consumers health, consumption confidence, and reputation of the entire food industry, but also exposes the government to public question. In the light of present situation, China is the biggest meat products producing country and the biggest consumer around the world. Therefore, meat product safety issue is extremely important. Study on meat product regulatory system has significance both in theory and practice.Scholars from both home and abroad have got rich harvest in the study of food safety issue. However, study on meat product safety fastened on meat inspection and quality control, further study on meat product safety regulatory system is still lacking of. Aiming at the situation of frequently happened food safety accidents and imperfect regulatory system, how to make sure meat products’ safety by taking some necessary measures is of great significance. At the same time, countries around the world advocate "from farm to table" regulatory process, but on the basis of subsection regulation, study a single link of meat product supply chain still has practical meaning of improving regulatory effect.This paper refers to American meat product safety regulatory system, uses basic knowledge of administration and management, and studies the differences between China’s and America’s meat product regulatory system through contrast and analysis. According to our real situation, expatiates on the significance of food safety government regulation; raises some proposals for Chinese food safety regulation; analyses similarities and differences of American and Chinese food safety government regulation from three angles:food safety regulatory body, food safety legal system, and outer environment of food safety regulation. Based on these analyses, some proposals are raised, such as switch government role, bring the third-party into play; perfect meat product legal system and standard system; increase popularization and education of food safety, and improve information sharing network, etc.
