In recent years, telecom operation corporations have draft strategies, carried on modern enterprise system reform, and taken steps of a series of organization structure innovation behavior. How to effectively achieve the structure transformation of telecom operation corporations and make them agile, highly adaptive organization structure is particularly important. Judging from development history of China’s telecom industry, there are quite a few factors that influence the organization structure innovation. Enterprise managers can better predict and control the whole process of structure innovation, thus develop more effective strategy by the way of understanding of the factors and mechanism that influence the organization structure innovation.This paper firstly discusses the theories and research of organization structure innovation, on the base of which four aspects that influence our country’s telecom operation corporation’s organization structure, that is, external organization environment, organization culture, organization strategy and reform recognition of employees. After that, through the empirical analysis method, a organization structure innovation measure scale is designed and then a questionnaire survey is carried on among several telecom operation companies. Organization structure innovation status is collected and two aspects of the problem are analyzed, that is, the study on demographic variables based organization structure innovation differences; and the validation of influencing factors model in the telecom operation corporations.The research conclusions are as follows:(1) organization structure innovation has significantly difference among telecom operation corporations of different places, so is that between CMCC, China Unicom and China Telecom;(2) the dynamic external environment and competition can significantly stimulate organization structure innovation;(3) different types of organization culture lead to different influence on organization structure innovation, bureaucratic organization culture will hinder organization structure innovation, while innovative organization culture will promote it;(4) organization strategy promote organizational structure innovation for organizations who take analysis strategies;(5) the employee’s recognition of the meaning of change, the understanding of protection of rights and the comprehension of adaption in themselves significantly influence the implementation of the organization structure innovation; Finally some beneficial advice on organization structure innovation is put forward to China telecom operation corporations.
