With the knowledge economy arivalling, which evolves competitions between the enterprises to the talents competition, whether the enterprises could attract, keep and motivate the talents has already become key factor of sustainable development.Meanwhile, the problem of brain drains is more obvious day by day. It puzzles the managements more and more, further more it also causes the attention of the enterprises and the theorists together. By the Chinese telecommunication rapid developing in recent year, the telecom enterprises' attractive welfare and high income become the hot topic of students home and abroad.However, the high salary has not been able to hold back the staff drains. Although the multitudinous telecom enterprises manage to seek the theory basis and take measures to control the staff drains according to this, the result is not entirely as desired.In view of the realistic problem and the theoretical bewilderments, this article concluded the influential factors of the staff drains layer upon layer by qualitative and quantitative methods after induces the results of former researches. The research has also unfolded the latent key factors of the problem and proposed to establish the high promise enterprise organizes, hoping to provide the telecom managers with the practical instruction and realize the warning, control and management for the staff drains.The dissertation is divided into five parts, each part of abstracts as follows:The first part is research summary. It analyses the background of this research, explicates research question as well as the research goal and the significance, and explains the research methods, theresearch way and the research possible innovation.> The second part is theory basis. It defines and explains the conception and the connotation of the staff drains, elaborates the harm to the enterprises by the staff drains as well as the significance of the staff drains management, and at the same time induces systematically the research status quo home and abroad of the stuff drains' relevant theory and influent factors.> The third part is theoretic exploration. First the general influent factors of the stuff are analyze, then the features of the stuffs of telecom industry are analyzed and the mainstream drain model of stuff drains is analyzed synthetically, and at last on the ground of analysis referent model— Price-Mueller (2000) stuff drains model— is selected, which is modified and simplified sequentially according to particularity of telecom stuffs . Besides, the stuff drains model is created to instruct demonstration research for the next part.> The fourth part is demonstration research. The sample is selected, the data is collected, and combining former research, the inquiry schedule is designed on the base of looking into the influent factors of the telecom stuff drains primarily. The influences of gender, age, degree etc. to drain inclination are understood according to the result of data analysis. This part also explodes the relationship between influent factors and relationship between factors and drains inclination, and unfolds what kinds of factors have potential and crucial influence for stuff drains.> The fifth part sums up the research. It summarizes the conclusion of this research, and the countermeasure and the suggestion -establishing the high promise enterprise organizes according to the above proposed;Moreover, it also state this article' s limitation and the future possible research direction.
