The problem of the distribution of income of urban residents is the community’sconcern about an economic issue, but also a political issue. Unfair distribution ofincome, residents’ income gap is too large, not only of sustainable economicdevelopment, but also harm the harmony and stability of society. How to make moreresidents, especially low-income persons to share the fruits of reform and opening it?Adjust the structure of the social security system, to optimize the pattern ofdistribution of income of urban residents is widespread concern in society of peoplewith lofty ideals."Regulator" on Social Security as income distribution and economicdevelopment of the "shock absorber" and social harmony "stable" to narrow theincome gap, for regulating the distribution of income of urban residents to play animportant role. This study is based on the social security system domain correlationanalysis of the distribution of income of urban residents, based on the1979-2011distribution of income of urban residents live, learn from Marx’s theory of distribution,the Chinese Communists allocation ideology and Western countries interventionisteconomic liberalism Social Security and the middle school of theory, put forward astrategy to optimize the distribution pattern of the income of urban residents to adjustthe structure of the social security system.First on Marx allocation theory and the theory of social security. Elaborated on the major Western Social SecurityTheory, theoretical analysis and reference for adjusting Social Security the structuraloptimization residents allocation.Second, the analysis of the current situation of China’s social security structure.Analysis of the Current Situation of Chinese social security structure, directionspecified the advantage the problems of the social security structure, is proposed tooptimize the social security structure program.Third, the structure of Social Security income of urban residents assignedcorrelation analysis. Through the analysis of social security on the distribution ofincome of urban residents to adjust the significance and performance, clarify thestructure of Social Security on the income distribution.Fourth, adjust the structure of social security to optimize the basic idea of thedistribution of income of urban residents. After the first four parts of the theoreticaland empirical analysis, from the social security system design, financing channels, thelegal system, and improve the awareness of residents insured to adjust the structure of social security, housing security also pointed out that in recent years, urban residents,especially primary protection issues of concern in low-income urban housing securitysystem is thus the focus of the social security system.Fifth, conclusions and outlook. Analyzed by the impact of the social securitysystem and the distribution of income of urban residents, the current social securitysystem in China play a positive role in regulating the distribution of income of urbanresidents, but to play a "reverse adjustment" on the part of the income group.Thus, to find a strategy to improve the social security system structure, especiallyin the housing security, the future direction of development of housing securitysystem is dominated by the "Government security" to "unit protection mainlysupplemented by the Government to protect", at the same time social welfare into thefocus of regional economic development coordination, the rate of the social insurancesystem but also to step in the direction of transformation, in order to improve theredistributive effects of the social security system.
