Research On Natural Disaster Emergency Logistics Capacity Evaluation System Based On ANP

China experiences frequent natural disasters and these natural disasters distributewide regions. Previous earthquakes, snowstorms and other natural disasters causedhuge casualties and property losses to people and made great threat to people’ssurvival and development of society. After the occurrence of natural disasters, itrequires a large amount of emergency supplies to help solving the victim assistance,health and epidemic prevention, post-disaster reconstruction, the restoration ofproduction, and restore order, otherwise the disaster is likely to evolve into a disaster.In order to effectively deal with all kinds of unexpected natural disasters, minimizevarious types of losses and avoid the disaster to expand, it’s very important to studynatural disaster emergency logistics capabilities.In this paper, on the basis of the introduction of domestic and foreign emergencylogistics, logistics capacity and emergency logistics capacity study, it introduces someconcept of emergency logistics capabilities, and natural disaster emergency logisticscapabilities and their features. Then it analyses constituent elements and influencefactors of natural disaster emergency logistics capabilities. After analyzing thecorrelation among the influencing factors, it establish evaluation index systemthrough network analytic hierarchy.Next, it calculates each index’s influence weightrelative to natural disaster emergency logistics capability through Super Decisionsoftware. At last, it selects five higher weights index to be quantified or analyzed inorder to enhance the natural disaster emergency logistics capability.There is important significance in researching on natural disaster emergencylogistics capacity. First, it can reduce the damage extent of natural disaster. After theoccurrence of natural disasters, it needs high speed and active logistics support tocontrol disaster diffusion, reduce casualties and property losses and avoid expandingdamage extent to lay a solid foundation to post-disaster reconstruction and restorationof production. Secondly, it can reduce logistics cost to cope with natural disaster.Emergency logistics has the feature of weak economy, which makes people hardlythink of logistics cost in coping with natural disaster. In this paper, it thinks oflogistics cost under realizing emergency logistics support. Thirdly, it can promoteemergency logistics decision scientifically. This paper offer decision suggestion to decision maker through analyzing important index of emergency logistics capacityand strengthen these5index to promote emergency logistic capacity.
