Analysis Of China’s Rare Earth Resources Exports

Rare earth is known as the "industrial vitamin"，with the development ofscience and technology，rare earth has been widely applied in petrochemical, glass,agriculture, new materials, metallurgy etc. As rare earth is an indispensable industrialmaterial in making all kinds of sophisticated weapons, in recent years, rare earth hasreceived extensive attentions all over the world.China has a great deal of rare earth resources, including many types of rareearth resources and variety of rare earth minerals. China has played a more and moreimportant role in suppling rare earth all around the world. The rare earth resources’exploit will lead to environmental pollution in a certain degree, the endless export ofChinese rare earth resources brought the serious environmental problems. Under thepressure of environmental problems, China changed the exploit policy fromencouraging to controlling to protect the environment from the source in May,2005.Unpredictably, this measure led to the blame of European countries, America andJapan, they thought that the export controlling measures on the rare earth resourceswere against the regulations of WTO and the procotol of China’s accession to theWTO, they brought a lawsuit to the WTO which resulted in a war about the rareearth resources between China, America, Japan and European countries.The research purpose of this thesis is to prove China’s export controllingmeasures on the rare earth resources are reasonable and necessary. So this thesis canoffer theoretical basis for export controlling measures on the rare earth resources andoffer countermeasures and advices to cope with the blames of America, Japan and European countries.This thesis divide the China’s export policy on the rare earth resources into twodifferent stages which are export encouraging and export controlling and cleared upthe informations in detail. On the basis of summarizing and concluding the specificpolicies, this thesis elaborated the evolutions’ rationality and necessity which areaoubt China’s rare earth export policies from economical situation, environmentalsituation and political situation. Meanwhile, this thesis proved the evolutions’rationality which is aoubt China’s rare earth export policies through the analysis onthe encouraging policies’ influences before the rare earth export policies’ evolutionsand the controlling policies’ influences after the rare earth export policies’evolutions.This thesis has two innovations, firstly, it has analysed the rare earh exportconditions in detail from view of Sustainable Development Theory, ImmiserizingGrowth Theory and Game Theory. It provided a reference standard for the option ofChina’s rare earth resources’ export policlies. Secondly, analysed and discussed theevolution’s reasons from economical situation, environmental situation and politicalsituation.The rare earth is precious mineral resources and significant strategic reserveresources. Therefore, we should protect the precious rare earth resources in China.
