Study On Primary Problems And Countermeasures Of City-town Housing Security System In China

Access a basic house is necessary for personal survival and development, there is no country can evaded housing problem. As industrialization and urbanization trend of development, China's urban population growth, is accompanied with rapid economic development and urban income gap widening, behind the real estate boom is the low-income groups in cities and towns can not afford , rent adequate housing helpless. To solve the housing problems of this part of the crowd, our government exploration and reform for a long period has formed a complete urban housing security policy.The paper reviews the development of China's housing security policies based on the history and current situation, analysis of the urban housing security policies of the relevant concepts and theories, to explore the clear support of the concept and theory, combined with China's housing security policy implementation process the actual results, that the government in policy formulation and implementation of housing security deficiencies and omissions in the proposed countermeasures to improved and perfect the housing security policies.Specifically, this paper three policy protection from the housing, that housing provident fund system, affordable housing system and the low-rent housing system, a comprehensive analysis of security policies in our current housing problems and the causes of these problems, now the housing guarantee three policies to protect objects in common generalization, the coverage is small, uneven development, unregulated, and many other issues, the two main reasons are: the supply of urban housing in the market over the economic development function is too strong; urban housing security policies ambiguous location; urban housing security policies lack of strong legal support. These issues in some developed countries or regions during the development of housing support had also occurred, so this article study on the United States, Germany, Singapore and Hong Kong Housing Security Development, relatively maturity countries or regions of the successful experience of analysis and comparison. We found that government's responsibility should always run through the process of housing support, we should convert"bricks and mortar subsidies"to"head subsidies". Comprehensive housing finance system contribute to the development of housing security, these experiences have contributed to China's housing security system reform and improvement. The rapid development of urbanization in the new situation, the urban housing problem facing many new complexities, three policy protections of our homes have their own strengths and weaknesses. We conclude that the urban housing reform and improvement of protection should be toward the urge to maintain reasonable three policy coordination between the complementary relationships, common to play a positive role in protection of urban housing; housing policy will be to further improve our way out. Along this way, the paper orientation in the policy, legal protection, housing surveys, performance evaluation, financial support, it put forward some countermeasures in order to perfect the three policies.
