In the1990’s, the Cultural and Creative Industry has been widespread in the word as a new form of wealth creation in the society of Knowledge Economy, It began to rise in western countries such as Britain, Australia, the United States, etc. It has characteristics such as high value-added, technology-intensive, high-integration, high rates of return, high economic-influence, low environment pollution, low consumption, etc. Today, under the background of globalization, the Cultural and Creative Industries has becoming an important driving power of economic transformation and industrial upgrading around the world, because it has huge social and economic benefits.With the impacts of globalization tidal wave and the peaceful development of cross-strait relations, the Cultural and Creative Industry has also become one of the most important emerging industries in cross-strait. It is also a major area of competition and cooperation across the cross-strait in the future.The Cultural and Creative Industry in the China mainland started in the1990’s. It started to develop when the China mainland appeared many problems, such as the Resources Shortage and the lack, of core competitiveness of traditional industries. The Cultural and Creative Industry in the China mainland has experienced the embryonic stage (1978-1991), the preliminary stage (1992-1997), the rapid development stage (1998-2004), now, it is gradually entering the optimization and adjustment stage (2005-present). It mainly relies on national willpower to promote. The industrial structure is mainly the large and medium-sized enterprises.The Cultural and Creative Industry in Taiwan started in1995. The original propose is to promote the development of local culture and economy. After the embryonic stage (1994-2002) and the preliminary stage (2002-2007), Taiwan’s Cultural and Creative Industry is gradually entering the optimization and adjustment stage(2008-present). Unlike the China mainland, the government plays the second fiddle in the Taiwan’s Cultural and Creative Industry. The role of government is just to create a free environment for folk creativity. The enterprise structure of the Cultural and Creative Industry in Taiwan is mainly the medium and small enterprises, which is different from the China mainland.Consequently, there are obvious difference between the Cultural and Creative Industry of cross-strait, such as development background, development history, development path and characteristics. Taiwan’s cultural and creative industry has advantages in creativity, talent, R&D, marketing and other aspects, but it also has some problems, such as small market, lack of funds, edc. Separately in the China mainland, although it has the advantages of policy, funds and market, but there are many problems, such as a lack of creativity, market operation experience and operational efficiency. The Cultural and Creative Industry of cross-strait has strong complementarity, and it provides precondition for the cross-strait cooperation on the Cultural and Creative Industry. In recent years, the cross-strait began to exchange and cooperate in the Cultural and Creative Industry for a variety of reasons, such as economic transformation and industrial upgrading, improving the "soft-power", and the peaceful development of cross-strait relations. The non-governmental organizations, academic circle and business circle of cross-strait are all exploring the Cultural and Creative Industry cooperation. The areas, the contents, the forms and the communication channels of Cross-strait cooperation on the Cultural and Creative Industries are all expanding. Cross-strait cooperation on the Cultural and Creative Industry has entered a new stage. The Cultural and Creative Industry has the dual property of economic and cultural. Therefore, the Cultural and Creative Industry cooperation has not only brought the economic benefits for cross-strait, but also make cross-strait have closer cultural links. Cross-strait cooperation on the Cultural and Creative is based on the Chinese culture, and exploiting the modern science and technology. The effect of Cross-strait cooperation on the Cultural and Creative increasingly apparent not only on closing cross-strait relations, but also on achieving the ethnic identity and national identity.So, in the future, cross-strait should not only continue to close the economic relations, at the same time, we also should enhance the Cross-strait cooperation on the field of culture. Making the efficient use of the spiritual bond, namely the Chinese Culture, to promote and deepen cross-strait cultural exchange and cooperation, to inherit and carry forward the Chinese culture, to improve the industrial cooperation policy, and to promote to sign the "Cultural Cooperation Framework Agreement", and to create a cultural path for achieving peaceful reunification.
