Since2003, with the economic takeoff of China, China’s shipbuilding industry has entered a golden period of development, the international market share of China’s shipbuilding industry in2011has grown from less than10%completion, the volume of new orders and the amount of orders on hand three indicators occupy the first in the world for three consecutive years, but in the process of China’s shipbuilding industry is booming, with extensive management level, the waste of resources, low capacity design, ranking first in the world shipbuilding capacity, but in the production management, per capita the efficiency of the construction cycle, cost control and advanced shipbuilding countries such as Japan, South Korea is a huge gap. With the further deterioration of the world economic crisis, in shipbuilding orders dropped half the price under the grim situation, how to enhance the competitiveness of their products, to achieve industrial upgrading pendulum threshold to be crossed before shipping enterprises in China, the trend in the industry reshuffle in a matter of corporate survival.The ship construction is a complex process, a huge workload, the traditional shipbuilding production management’s lack of technical preparation and neglect, the majority of our ship enterprises shipbuilding cycle to compare advanced foreign shipyards there is a huge gap, caused by the reasons for the gap are not lack of resources but unreasonable business processes, the shipbuilding production organization system and shipbuilding production process uncoordinated backward, management philosophy and management approach, makes a lot of difficult to repair and restore the work in advance, did not get the full design and demonstration, resulting in unnecessary waste of losses and efficiency, the above factors caused by shipping enterprises in China compared with foreign advanced shipping enterprises under the conditions of the same resources or ample, efficiency and manufacturing cycle there a significant gap.This paper is to select a large shipping enterprises there is a re-production in sub-manufacturing stage, light technical preparation, light management, problem management shortcomings as an entry point, from the department of internal conditions and external conditions, in-depth investigation inadequate technical preparations for efficiency the restraining effect of the cycle, by means of process reengineering, re-defined sub-the manufacturing stage production technical preparations workflow, improve the efficiency of sub-construction, shorten the construction cycle of segmentation to adapt to constantly improve the technological content of products, bulk products continued to shrink and new situation. The idea of this paper based on the discovery of the problem, analyze the problem. to solve the problem is divided into two parts:The first part is the in-depth investigation due to insufficient production of technical preparations, resulting in sub-construction cycle is long, inefficient and difficult to deal with the problem of high-tech complex ship section construction and analysis of the causes of the problem.Part II presents the segmented construction production techniques to prepare the standard work processes, and the effect of the implementation of assessment.
