The relationship between fiscal expenditure and residents’consumption has always been focused on in the theory realm, especially in China where residents’ consumption has been keeping at the lower level. In addition, the emphasis on people’s livelihood expenditure has been raised in the recent years. The background and reason of researching work are introduced in the preface. The main study objective is the influence of people’s livelihood expenditure in Eastern district on residents’consumption between urban and rural. Meanwhile, the preface includes the meaning, structure and the innovation of this study. This paper is composed of four chapters. Chapter one briefs relative research which has been done from the shallow to the deep. Chapter two briefs the history and status quo of people’s livelihood expenditure and resident’s consumption in Eastern district from1995. Chapter three makes the empirical study between the people’s livelihood expenditure per capita and the residents’consumption per capita of urban and rural. The result is that the recent people’s livelihood doesn’t positively influence the residents’consumption of urban and rural, and that the last people’s livelihood expenditure positively influence more of the residents’ consumption in urban than those who in rural. Non-people’s livelihood expenditure does positively influence the rural residents’consumption and doesn’t influence the urban residents’consumption. And there is little difference of the impact between the recent and last non-people’s livelihood expenditure. Chapter four makes a conclusion of this paper. Then propose some suggestions and indicate the drawback of this paper.
