Optimization Analysis Of The Structure Of Fiscal Expenditure Based On People’s Livelihood Perspective

The optimization of the structure of fiscal expenditure, in essence, is the rationalallocation of public resources to meet a variety of social and public needs. Because of thediversity and the multilevel nature of social and public needs, the financial allocation ofresources to meet community needs, the diversity of activities and the multilevel nature ofthe optimization of the structure of fiscal expenditure should follow certain basic principles.Different stages of economic development have different functions of the government, therange of public goods provided by the government are not the same. With the livelihoodissues take more and more attention, fiscal expenditure more and more inclined to thelivelihood areas. Optimizing the fiscal expenditure structure, increasing fiscal expense inlivelihood areas, and improving livelihood issues are the keys to optimizate the structure ffiscal expenditure.The paper makes optimization analysis on China’s fiscal expenditure structure basedon the people’s livelihood perspective. On the basis of previous results of theoreticalstudies, it standardizes theoretical system optimization based on people’s livelihoodstructure of fiscal expenditure, analyzes the structure of fiscal expenditure of somedeveloped and developing countries, and summarizes up its character and individuality inthe people’s livelihood expenditures. Otherwise, according to empirical analysis of China’speople’s livelihood structure of fiscal expenditure, the paper reveals the problems of ourcurrent financial livelihood of the people spending structure. And we bring up appropriatepolicy measures, including: the control of general public services spending and economicaffairs spending, increasing the amount of people’s livelihood inputs; increasing investmentin education further optimize the structure of expenditure on education; to strengthen thesocial security system to protect the livelihood of the people in accordance with; increaseinvestment in the field of health care, promoting the development of the health careindustry; and improving the housing security system, social and housing objectives.
