The research of EPC international engineering materials procurement and management. With the in-depth development of the reform and opening up, a large number of foreign capital as well as updated technology have come into China because of continuously reduced tariffs and further opening up of the domestic market. And this makes the domestic market more competitive. Therefore, competitive enterprises should be encouraged to "go out" and participate international competition actively. Seizing a broader international market is an important strategic tool for the sustainable development of our economy. Under this background, a growing number of domestic construction enterprises have gone to the road of EPC general contracting since the propose of "going out" strategy in China in the early2000s.In order to pursue the maximization of corporate profits, the majority of enterprises reduce the cost of production by raising the level of internal management and strengthening cooperation with key suppliers and other means to. In this paper, the status and function of procurement management in the development of domestic and foreign enterprises are analyzed. Then the significance of improvement of the procurement management level is expounded. After the introduction of project procurement management processes and characteristics, supplier management theory, drawbacks of traditional procurement management and EPC projects’basic theory, an example about China Civil Engineering Group Co’s international procurement project is given. The problems existed in material procurement are analyzed based on the current situation of the supplier management and procurement information management. For these deficiencies, an optimization method of a purchasing management system is put forward, including procurement management organizational structure optimization, supplier management system optimization program and information management optimization program.Finally, the implementation results of the optimization are analyzed, and the results showed that: attention and constantly optimize the international the EPC engineering procurement management system have brought tangible and objective amount of cost savings to the China Civil Engineering Construction Group Co’s international projects. This paper aims to provide a reference for the study of materials procurement and management of international EPC projects.
