Natural disasters not only bring enormous economic losses to a large number of farmers, but also prevent a lot of investors and farmers being engaged in large-scale plantation and aquaculture from enlarging their production and investment. Therefore, the weak agriculture of China is badly in need of the agricultural insurance as an escort.Agricultural insurance has developed in the world over one hundred years before; Developed countries including some developing countries attach much importance to agricultural insurance and look it on as significant step of modern developing. Due to history and practical reasons, agricultural insurance in China still can’t be adapted to needs of agricultural development, agricultural insurance has the feature of high risk and high loss ratio, it develops very slowly. The problem of "agriculture, country and farmer" is one of crucial approaches to solve the problem mentioned above. Therefore it is very necessary to research agricultural insurance.Studying of the developing process of China’s agricultural insurance during the past20years shows that problems in four aspects as followed are existed. First of all, perfect laws and regulations supporting is lacked. The second, China’s agricultural insurance is maintained at a low level. The third, the operating main body is absent. And finally, the government fails to provide enough support for the agricultural insurance.To solve the above-mentioned problems, the government should issue special Agricultural Laws as soon as possible. In addition, close cooperation between the insurance companies and the government should be enhanced; multi-level work-division and co-laboring, low-cost and high-efficiency operating organizations and management systems should be established, and the government support should be strengthened. In conclusion, a kind of agricultural insurance not only adapts to the agricultural development, but also possesses Chinese characteristics should be set up on the basis of learning the international successful experience while overcoming the mistakes during the past work.
