The Publicity Research On The Navigational Function Partitioning Of FuJiangSha Water Area In Yangtze River

It is well-known that Fujiangsha water area in the Yangtze River is a curving and braided reach which consist of three waterways. Thereinto, Fujiangsha South Channel is the only waterway for large ocean-going vessels of deep draft going upstream into the Yangtze River, and is also one of the most complex segments in main line of the Yangtze River. The channel has become the "bottleneck" that restricts large ocean-going vessels of deep draft into the river because of its winding and narrow, which constrains the improvement of the carrying capability of the Yangtze River. The status quo of the Fujiangsha South Channel is difficult to meet the requirements of the economic development of the Yangtze Valley and the development of the modern logistics along the river, so it becomes a top priority to improve the carrying capability of the channel to adapt to the economic and social development.In this paper, the author will analyze the functional partitioning of the Fujiangsha water area in the Yangtze River systematically and comprehensively and bring forward the countermeasures to promote the social and economic development of the Yangtze River Delta and the Yangtze Valley by discussing the affairs between the carrying capability increase of the channel and the promotion of shipping and economic development along the river, the affairs between the functional partitioning of Fujiangsha channels and the carrying capability of the channel, and the affairs between public goods&its externalities and the functional partitioning of Fujiangsha water area.The aims of the paper are as follows:first, to arouse the society and the relevant department of the government at all levels the awareness of the importance and scientificity on the utilization of navigable waters; second, to provide the suggestions on research and establishment of the functional partitioning of navigable waters for the related department of the government at all levels and the Maritime Administration; finally, to improve the public administration level and the professional&technical quality of the author from both theoretical and practical aspects.
