Low-carbon city is the only choice of the future city, and we all know low-carbonurbanization is the only way to realize the low-carbon cities. But low-carbon urbanizationis facing many factors and goals of restriction, such as carbon emissions, population,economic, environmental and social factors. It is great important problem to balance thesefactors and the goal effectively for the healthy development of urbanization. Firstly, thepaper deeply analyzes the relation towards the low carbon urbanization and populationgrowth, economic development, energy demand, carbon emissions, environmentalprotection and so on. Secondly this paper adopts multi-objective programming method toestablish the urbanization of the development of low carbon balance multi-objectiveprogramming model. And finally this paper selects the Shandong province as the researchobject to verity the model empirically. The results show that during the eleventh five-year,Shandong economic development of urban per capita disposable income index, population,environment, the society index can complete basicly or exceedingly the government target.The process of low carbon urbanization develops significantly. The qualitys ofurbanization improve obviously better than the eleventh five-year’s. Because of theexistence of carbon emissions targets, the economic development of Shandong will beaffected. Model results show that when carbon dioxide emissions requirements dropped40%, the GDP goal of Shandong province can be met; when carbon dioxide emissionsrequirements dropped45%, the goal can’t be realize. It means Carbon reduction have greatimpact on the economic development. The innovation of the papers in basically has thefollowing two points. Firstly, establish the low carbon balance of urbanizationdevelopment of multi-objective programming model. Secondly, this paper selects theShandong province as the research object to verity the model empirically. This paper putsforward the corresponding countermeasures for the development of urbanization inshandong province.
