Nowadays, the global climate problem is getting more serious,a series of enviromental issues caused by the emissions of greenhouse gas(GHG) has gradually aroused people’s attention. Therefore, carbon emission reduction has become the common responsibility and consensus of all humanity. Low carbon economy has become a universal concern of the hotspots and the inevitable choice. As land use and land cover changes in terrestrial ecosystem has a close relationship with the material circulation and energy flow, low-carbon land use occupies an important place in the low carbon economy. A number of land use study have shown that the change of land use is the second important reason for the increase of the atmospheric dioxide and other greenhouse gas content.Low carbon economy development model is a model of maximizing economic benefits and at the same time to minimize the damage to the ecological environment. Under industrialization and urbanization, carbon emissions are mainly concentrated in urban areas where the population, transportation, industrial and building is relatively concentrated. Therefore the urban area would become the main carrier for developing low carbon economy. The rapid expansion of urban construction land has confirmed by many scholars has a positive effect on carbon emissions. Low-carbon urban land use must juggle carbon source control and carbon sinks.This article obtains from the low-carbon urban land use structure, combined with the domestic and international theory of low carbon economy and low-carbon land use, constructs the system of land use structure optimization based on carbon emissions. According to the national economic and social development planning which is called The Twelfth Five-Year planning of Wuhan and the target outlook of2020,combined with the development strategy of general land use planning from2006to2020,under the framework of the multi-objective linear programming model, this paper established a model of land use structure optimization based on carbon emissions in Wuhan. Finally, taking the current situation and comprehensive benefits maximization, it has optimized the land use quantity structure. The results showed that the gross of carbon emissions and the discharge of construction land carbon intensity is big, it predicted the carbon emissions of Wuhan in2020would reach48.8514million tons; land use structure and carbon emissions had high difference correlation, construction land grass land are the types which had the biggest correlation; after optimization, agricultural land, construction land, forest and grassland area has a different degree of increase, but water and unused land decreased, the overall land utilization has risen; Land use ecological value and economic benefits would increase, these all proved that the prioritization scheme is feasible.
