Recently,people realize the importance of the human environment. More and morecounties abandon the old mode of economic growth which is at the expense of environment.With the development of international trade, the dominance in international trade ofdeveloped counties is weakened. In order to maintain their economic interests, new kind oftrade protection has been invented. In this context, the U. S. House of Representatives passedthe“American Clean Energy Security Act”, which allowed American levy carbon tariff on theother counties which are not taken carbon reducing measures as America. We can see thatcarbon tariff is mainly focused on the developing countries and it will deteriorate the tradeand economy of these counties. Although carbon tariff could reduce greenhouse gas emissionto some extent, it is in the name of environmental protection and impose low carbon tradebarrier in fact. The implement of carbon tariff will have far-reaching consequences of ourhigh-carbon industry including textile industry particularly.As we all know that carbon tariff is a double-edged sword. It will bring unprecedentedopportunities to our economic and trade development, at the same time of challenges. Weshould be aware of that low carbon economy is an inevitable trend. Seeking low carbonproducing mode is the most effective cure to our enterprises. After the breakout of thefinancial crisis, developed countries continue to seek new ways of economic recovery,including research and develop new low carbon cleaning technology. Therefore, all the textileand clothing enterprises of China should also adapt to the trend of low carbonization andcarry out international cooperation, looking for new clean energy, innovative low-carbonclean technology, changing the production mode, calmly response of the low carbon wave.This paper focus on the specific and feasible countermeasures of low carbon barrier--carbontariffs, which possesses quite significant sense in both theory and realism.This paper is divided into six sections: introduction、composed of four chapters and theconclusion.The introduction mainly discusses the background and significance of carbon tariffproblem and introduces the current studies about domestic and foreign related theories.Chapter one mainly introduced the formation、essence and characteristics of carbon tariff andthe motivation of developed countries by imposing carbon tariffs on. Also, indicated thetheoretical basis of carbon tariffs, which can be traced back to Pigovian tax. Chapter two focus on the economic effects of carbon tariffs to China’s textile industry,includingshort-term and long-term economic effects, which is trade suppression effect in short term andtrade stimulation effect in long term. In order to achieve the stimulation effect in long term,our country and all the enterprises should take action actively. Chapter three analyzed theexternal and internal environment of our textile industry development by SWOT method.From what had been explained in this chapter, we found that the textile and clothing industryin China has an enormous potential. Chapter four is focus on the specific and feasiblecountermeasures for Government and textile industry enterprises in China to face the adverseeffect of carbon tariff.
