With the worsening of the global climate and the energy crisis intensifies, energy conservation this issue accordingly increasingly subjects to the attention of the world. According to the countries of common but differentiated responsibilities, relative to developed countries, most developing countries do not need to accept mandatory emission reduction responsibilities. So, we give developed countries unfair sense of responsibilities and obligations of the burden of emission reduction and we could make part of the high carbon emissions and high energy-intensive industries of the developed countries move to developing countries, which is called the emergence of the phenomenon of carbon leakage.So that the developed countries want to pull developing countries into the ranks of the mandatory emissions reductions. Have come into being for the concept of high carbon imported products in developing countries impose carbon tariffs, and the carbon tariffs become a tool to make up for the sense of imbalance in developed countries and to prevent the occurrence of the phenomenon of carbon leakage. At present, the carbon tariffs’being levied is becoming the world debate and focus of the game. Carbon tariffs can make up for the sense of imbalance of developed countries and can prevent carbon leakage phenomenon occurs.It can brought many benefits for the developed countries in the political, economic and other fields also can be a powerful means of developed countries to check and balance and suppress developing countries. But for developing countries, carbon tariffs’being levied is unfair, unreasonable and unlawful, In this paper, on the basis of research on the development of the concept of carbon tariffs, I give a certain depth analysis to the nature of carbon tariffs, the characteristics of the background,, carbon tariffs legislative practice and carbon tariffs feasibility according to the United States, the European Union and other developed countries. Finally, for our response to carbon tariffs on incoming domestic and international level given the choice of comments and suggestions.This article is mainly divided into six parts. The first part is an introduction, including a brief statement of the purpose and significance of this study, as well as the domestic and foreign research; In the second part, the carbon tariff concept and the nature of the carbon tariffs and features are introduced and analyzed; In the third part the reason why carbon tariffs in developed countries a mention on the subject background and basis is analyzed; I elaborated legislative practice of the U.S., EU and other developed countries for carbon tariffs in the forth part; in the fifth part I mainly gave analysis of the resistance imposed by the current carbon tariffs’; Finally I gave alternative response measures by China in response to carbon tariffs in the sixth part.
