The social medical insurance in our county has developed a period of several decades,and has played an important role in improving the standard of basic medical care andbenefit the citizen’ s health condition, but the equity and the efficiency and the availabilityof the medical insurance system is still not enough, the relevant departments have payclose attention to the difficulty and high cost of getting medical service.the appearance ofsuch problems demonstrates the effect of medical insurance policy has not get the expectedobjective. This phenomenon is not just due to the lack of government expenditure and thecomplicated policy environment, the government didn’t take enough notice of the behaviorof policy stakeholders (the hospital, the patient and the institution of medical insurance)when drawed up the policy is some reason can’t be neglected.In order to find out the deeper reason that caused the difficulty and high cost ofgetting medical service and advance the policy implementation, it is necessary to usequalitative research and quantitative research to analyze the policy outcome, and thensummarize various factors that influence the effect of policy. On the ground of researchabove, we will study the manners how to conduct policy stakeholders’ action.This article takes shanghai as an example to study the policy effect of medicalinsurance through statistics and theory includes the following parts:At first, give a brief historical retrospect on shanghai medical insurance system’sdevelopment at first; at second, choose specific community in Songjiang to investigate andcollect statistics so as to evaluate the effect of medical insurance policy on some evaluationcriteria; and then, summarize various factors that influence the effect of policy, especiallystudy how the policy stakeholders’ action react the policy; at last, we will give somerecommendation in all respects to advance policy implementation.Shanghai, as one of the representatives of national health care reform,in view of itsspecial political and economic status, their social health insurance system in operation has its own special characteristics and relative to other region has some advantages,however, inorder to get the goal of achieving world-class city in the first decade of this century, andfollow the country’s new step of the medical reform plan, Shanghai still need tocontinuously improve its social medical insurance system, so as to promotesocio-economic overall development.
