The building of the harmonious society, the planning of the new ruralconstruction, and the critical situation of rural residents of social old-age issue urgentlycall for the establishment of rural social old-age insurance system. However, since1986when pilot projects of county-level rural basic pension insurance system werelaunched, many difficulties have been encountered in its development. In thebeginning of the pilot project, participants were highly motivated, But as time goes by,deficiencies in the system design lead to excessive sum of individual payment, emptycollective subsidy, and insufficient input of national finance. All these result infund-raising difficulties for the countryside social old-age insurance. Also, because theformer social old-age insurance fund is in the charge of the county’s social securitydepartments under a unified management, strong dependence on local governmentadministrative leads to inefficiencies of fund operations, illegality and conviction.Therefore, there is some difficulty in maintaining and increasing the value ofagricultural insurance funds. In short, raising and management of the rural socialold-age insurance fund are the core of its establishment and improvement, and also arethe key to its continuity.Based on the theories of economic analysis of agricultural insurance, ofsystematic analysis and "Pareto optimal" analysis of agricultural insurance fund-raisingand management,combined with policies and opportunities of new countrysideconstruction and harmonious society building,this paper analyzes its status quo,existing problems and the reasons and offers specific countermeasures to perfect itby learning successful experience from overseas rural social old-age fund-raising and management, and by taking the "new farmer’s insurance" system innovation anddevelopment as an opportunity. Details are as follows: in chapter one some basesabout rural social old-age insurance are mainly introduced such as ideas and methods,background and significance, and research synthesis; Chapter two focuses on thetheoretical basis of rural social old-age insurance fund mobilization and management,and guidance function the theory plays to management practices. Chapter threefocuses on the development process, and through its five stages of development, sumsup progress and deficiencies, and knows its fund-raising and management statusquo better by investigation and analysis; In chapter four problems and the reasons ofagricultural insurance fund-raising and management are analyzed in-depth; chapterfive is about countermeasure. Based on the analysis in the investigation for economicand social development in Linquan county, financing programs and countermeasuresare to be put forward.In the new rural social old-age insurance system, on the one hand, the state hasbeen increasing the financial input. on the other hand, rural social old-age insurancefund ranks in the national social security fund special account, and is supervised by theSocial Security Fund Council. In this way, diversification of its fund raising channels ismore effective; the Fund’s investment operations and risk management and theNational Social Security Fund have a stronger interoperability. Therefore, in this papercountermeasures play a more practice-oriented role in improving rural social old-ageinsurance fund-raising and management.
