But with economic development and the gradual expansion of city scale, HEDA has transformed from single industrial area to city deputy center. During this period, on the one hand, competition is a great challenge because Land resources and other factors have been gradually exhausted and the favorable tax policies for foreign investment have also been canceled. On the other hand, under the background of gradual rising of labor cost in the east China, foreign labor intensive manufacture industries begin to go westward. So, how to adapt to the changing environment, how to make full use of the eastern mechanism, talent people and capital advantages, how to vigorously cultivate and develop high-tech enterprises, and how to form the dislocation competition with western developed area is an main task that HEDA must face.This thesis tries to discuss what HEDA can do to adapt to the changing environments and make industrial innovation and transformation of development mode under the new economic situation. The thesis also analyses the industrial innovation development pattern of Silicon Valley in USA and Hsinchu Industrial Park in Taiwan, focusing on the reason why the industries of two places can be innovated and transformed successfully under the background that traditional industries are shifted to the third world such as China. At the same time, this thesis provides the guidance on the industrial innovation of Hangzhou Economic and Technological Development Area.This thesis can be summarized as follows:Using the regional economic development theories, the first part of the thesis is make research and analyze on the influence of the comparative advantage theory and the diamond theory on industrial development. And then the thesis takes Silicon Valley of United States and Hsinchu Science Park of Taiwan for an example to make reviews on the development course of these two places and explore their development trend, including the difference on their development course and pattern and the summarize their successful experiences.
