As a quasi-public product, economic benefits of public rental housing is not obvious.The long-term stable sourse of funds become the main bottleneck of public rental housing development.Currently, there are many problems with public rental housing construction projects in elements of protection, investment and building mode. The government dominant mode is difficult to continue.Because of huge financial pressure, the government could not independently bear the construction task, need to build a profit model building to attract social funds participating in the construction of public rental housing. Therefore, we need draw lesson from home and abroad related experience in the construction and operation of research, combination of public rental housing construction and operation status quo, construction of the profit model of public rental housing has become an urgent need to address the key issues.This paper analyzes the current problems from construction and operation status quo of public rental housing projects.Long investment recovery period, low yield, most operating at a loss, not smooth financing channel, the imperfect supporting policies is to restrict the main bottleneck for the development of public rental housing.For public rental housing construction investment deficiency, this article through quantitative and qualitative hypothesis,use time value of currency to calculate projects’ROI under different the Participation body and market conditions and propose a policy grants quantitative efforts,put forward the policy subsidy quantitative dynamics.Through hypothetical validation construct the economic and policy viable profit model and investment model of public rental constraction,and put forward the corresponding policy support system.In this paper, the profit model of public rental housing construction can change the existing mode of government dominant to the "government guidance, social participation" mode,give full play to the role of the market mechanism, and fully mobilize enterprises and other social subjects participation enthusiasm,and then solve the funding problems of public rental housing projects, to make it healthy and rapid development.
