The Study On The Model Of Public Rental Housing In Jiangsu Province

With the rapid development of China’s economic and society, more and more people in the cityneither can afford affordable housing, nor qualify for low—rent housing; neither can enjoy affordablehousing, nor be able to buy the real estate. The people are in the middle layer of society, but theirhousing problem can not be ignored. It is becoming a national problem, which impacts on socialstability and sustainable economic development. Public rental housing is an innovative practice in thebackdrop of improving China’s urban housing security system.The paper through analyzing of the housing system and affordable housing market situation, usesthe methods of theory with practice, quantitative and qualitative survey, combinating of foreigncountries and Hong Kong’s related experience and research results to analyze and discusse the followquestions, including:(1) Define low—income coverage. Learning from the experience of foreign countries and HongKong, combined with the income of urban residents to study the type and characteristics inlow—income range.(2) Low—income housing in the level of protection. This paper etablishes a minimum securityarea of housing and housing rents, and on this basis, establishes in low—income groups in differenttypes of protection level by studying foreign countries combined with China’s specific conditions.(3) Improve the supply of public rental housing, land and financial support measures. This paperdiscusses the shortage of land supply and financial support, and on this basis, proposes a completesupply of land and financial support measures.(4) Forecast the amount of the investment of public rental housing demand in Jiangsu Province.This paper uses the indexs to will be designed to analyze and forecast a demand for public rentalhousing in Jiangsu Province from2011to2015.(5) From the micro level, choose the public rental housing system positioning mode. Publicrental housing is government—led development, the use of certain market mechanisms to attractinvestment, the government, and individuals to participate in the market, is the main innovation andconstruction methods to achieve diversity, to ensure the public rental housing construction andmanagement of sustainable development.
