In past studies both researchers and practitioners pay more attention to coreemployee management; few studies focus on non-core employee management. As theadjustment of industrial structure and the issue of labor laws and regulations, China haschanged greatly with regard to labor market’ supply and demand,and non-core staff isbecoming more scarce resources, labor cost is climbed ceaselessly, which makesnon-core staff management become an urgent problem need to be addressed andsolved.In this dissertation, based on the relevant literature review, especially theMcKinsey7S model, the author constructs a five factor model of non-core staffmanagement for labor-intensive enterprises. The factors are strategic staff management,organization, management style, system and process. This model is tested by survey ofemployees from labor intensive enterprises in Shanghai city. Exploratory factor analysisis conducted to verify the five factor structure of non-core staff management.Finally, the author discusses practical implications of the five factor model of corestaff management and future research directions is addressed as well.
